The Opportunity
This leadership role will provide subject matter expertise on Heavy Vehicle National Law, Chain of Responsibility and national assurance for fleet safety. You will design and embed assurance frameworks, drive digitisation of compliance, and lead the cultural and operational change required to materially improve fatigue management and driver behaviour outcomes across the organisation.

Key Responsibilities

  • Develop and lead a national three lines of defence assurance framework.
  • Design and implement digital compliance tools and dashboards to manage rest, fatigue, vehicle mass and scheduling.
  • Own Chain of Responsibility and Heavy Vehicle Law compliance and provide practical guidance to branches nationwide.
  • Integrate in vehicle monitoring systems and telematics into policies, procedures and operational workflows.
  • Partner with fleet, operations, health and safety, maintenance and scheduling teams to ensure systems work together effectively.
  • Manage national engagement with unions and industrial relations stakeholders to support change initiatives.
  • Provide board level reporting on compliance, risk and outcomes.
  • Oversee performance improvement programs targeting fatigue, distraction, mass breaches and high risk driving behaviours.
Focused delivery in the first 12 - 18 months
  • A national assurance framework trialled and rolled out.
  • Digital validation tools linking scheduling, rest and monitoring system data into one compliance view.
  • Clear and consistent operational guidance for Chain of Responsibility and fatigue management.
  • Evidence of measurable improvements in driver safety and compliance.
  • A national training and coaching program embedded with local managers and health and safety teams.
About You
  • Experience in transport safety, compliance and heavy vehicle law including Chain of Responsibility (CoR/NHVR)
  • Proven track record building assurance frameworks and digitising compliance processes across dispersed transport operations.
  • Strong change and stakeholder management skills, with experience in union engagement and industrial relations consultation.
  • Experience integrating in vehicle monitoring and telematics data into operational and governance reporting.
  • Knowledge of enterprise resource planning, scheduling and maintenance assurance systems.
  • Ability to translate complex technical outputs into practical solutions for frontline operations.
